We are a public, autonomous, non-state institution aimed to promote internation trade.

The Costa Rican Foreign Trade Promoter (PROCOMER) is the pillar of support for Costa Rican companies, especially for Small and Medium Enterprises (SME), throughout their internationalization process to conquer international markets.

We also simplify and facilitate export procedures and generate export chains. For this, we develop market studies that serve as a guide for country decision making and as a tool for exporters.

Thanks to the hard work of the entire export sector, January to December 2023*, Costa Rican goods exports rebounded +15,5% compared to 2022, with a total export value in goods of US$18 244 million. Meanwhile, exports of services in the previous year showed an increase of +20,5% (III quarter 2023), reaching the sum of $10 578 million, $1 799 million more than in 2022.

When analyzing the data excluding the travel category, the growth was +15%.

This recovery of services is attributed to the good performance of the travel category (+69% CAGR 2021-2023), as well as knowledge-intensive services such as business, information and communication technologies, as well as transformation; which have had an average annual growth 2021-2023 of +18%, +16% and +69%, respectively

In 28 years of existence, PROCOMER has taken the lead in country projects such as the creation of the country brand essential COSTA RICA and the Single Window System of Foreign Trade (VUCE) 2.0. At the moment we are working on a very modern digital tool that will contain the entire Costa Rican export offer and that will be very useful to national exporters and international buyers to carry out business.

Our History

PROCOMER was created in 1996 through the Law of the Republic number 7638.

In accordance with our founding law, we are responsible for:

  • Designing and coordinating programs related to exports.
  • Technical and financing support for the Ministry of Foreign Commerce (COMEX), to administer the special exportation regimes.
  • Promoting and protecting the country’s commercial interests abroad.
  • Centralizing and streamlining the importation and exportation processes.
  • Following foreign commerce statistics.

Strategic purpose:

Generate inclusive and sustainable well-being in all regions of Costa Rica through the creation of more export companies, foreign direct investment and export diversification, the linkages of SMEs with large exporters, the redirection of the human talent necessary for production and trade facilitation.

Over the years this issue has become a challenge for exporters and entrepreneurs in the country, that is why we are committed to ambitious projects such as VUCE, VUI and CONAFAC to support the substantial reduction of procedures and provide more facilities for trade.
